How to Build an Emergency Toilet When the Water Stops

The power can be out for three days and your house is still a house. The water can be out for six hours and it stops being one. The toilet fails first, it fails for everyone at once, and there is no way to postpone it. A split main, a sheared sewer lateral, a flooded treatment plant — in each case the fixture in your bathroom becomes a bowl you cannot empty.
This is the fix. A bucket, a seat, a liner, and a bag of cover material keep a family of four sanitary for a week for under fifty dollars, and the build takes four minutes. The routine matters more than the build, because an emergency toilet run badly is worse than none. Before Anything Else: Can You Still Flush?
A toilet does not need utility pressure to flush. It needs water in the bowl and an intact drain line — pour a gallon and a half in fast and it flushes once. That trick has ruined a lot of houses, because it assumes the pipe downstream still works.
Do not flush if any of these is true:
- Sewage or dark water has already come up through a floor drain, shower pan, or basement fixture. It will happen again, and the next arrival is what you just added.
- Drains gurgle, a fixture bubbles when another runs, or the bowl level rises and falls on its own — signs of a blocked or surcharged line.
- You are on septic and the drainfield is flooded or saturated. Saturated soil cannot accept effluent, so what goes out comes back in.
- There has been an earthquake, landslide, flooding, or a main break nearby. Municipal lines fail out of sight; your plumbing looking fine says nothing about the street.
- The utility or health department has told the area to limit sewer use. Treatment plants and lift stations run on electricity too.
Sewage already inside the living space is not a bucket problem. Keep people and pets out of those rooms, kill power to any circuits the water may have reached if you can do it safely from a dry spot, and call the utility and a plumber. When in doubt, assume the line is compromised and build the bucket. Guessing wrong that way costs nothing.
The Emergency Toilet Bucket Setup: Exact Parts List
All of it is stocked at a hardware store.
- One or two 5-gallon buckets. Food-grade is nice, not required.

- Heavy-duty liners. Kitchen bags tear. Use 3-mil contractor-grade trash bags or purpose-built emergency toilet bags with gelling powder.

- Soap, water, and backup sanitizer. A spigot jug, liquid soap, paper towels, and alcohol-based hand sanitizer at 60 percent or higher.
Build: line the bucket, cuff four to six inches of bag over the rim so it cannot slide in, add two or three inches of cover material, snap the seat on. Put it in a bathroom, not a bedroom — hard floors, a door, and people find it normal.
Cover Material and Gel: What Controls Bucket Toilet Odor
Odor comes from bacteria working on wet, mixed waste with air moving over it. Carbon-rich cover material absorbs moisture, blocks that air interface, and keeps flies off. Half a cup after every solid use, no exceptions. Costs below are typical retail as of August 2026 and vary regionally.

One 40-pound bag of compressed sawdust pellets is more than a family of four burns through in a week. Buy one, keep it dry, stop thinking about it.
Commercial gelling powders are mostly sodium polyacrylate, the polymer used in diapers. It sanitizes nothing; it locks free liquid into a firm gel. Gelled waste does not slosh, does not leak if a bag is punctured, and smells far less because there is no standing liquid.

At two to four dollars per use they are pricey as a primary system but excellent for day one, a vehicle, or someone who should not share a bucket. The Two-Bucket Method: The Upgrade That Actually Matters
Almost every complaint about bucket toilets — stench, weight, leaking bags — traces to one mistake: mixing urine and feces.
Urine from a healthy person is nearly sterile leaving the body, and it is where almost all the volume is. Feces carries nearly all the pathogens in a fraction of the volume. Mixed, you get a heavy, sloshing mass of contaminated liquid that ferments fast. Kept apart, the solid bucket stays dry, drying suppresses bacterial activity, and the liquid bucket is just liquid.

Empty the liquid bucket at about a quarter full, down a working sewer or onto bare ground well away from the house, any garden bed, and any well or waterway, rotating spots so you are not salting one patch. Bag the solid bucket at half full and never fuller, because you have to lift and tie it without a spill.
When the Water Stops but the Bowl Is Intact
If the drain line is sound and you have only lost pressure, keep using the fixture as furniture. Shut the supply valve, flush once to empty the tank, then bail the standing water out of the bowl. Line the bowl under the seat with two heavy bags, one inside the other, tucked over the rim. Add cover material, lower the seat, and run it exactly like the bucket. Health departments suggest this first because the fixture is the right height and nobody has to be taught anything — but you lose it the moment there is any doubt about the sewer, which is why the bucket still gets staged.
Capacity Math: What a Family of Four Actually Burns Through
Plan on one bowel movement and about a liter and a half of urine per person per day. For four people that is four to five solid uses and about a gallon and a half of liquid daily.

Call it a box of 20 heavy bags and one bag of pellets for a week with margin. Underbuying liners is the most common failure here, and it belongs with the other common preparedness mistakes that surface under load.
Disposal and Hygiene: Where the Bags Go
Tie the inner liner, put it inside a second heavy bag, tie that, and move it to a can with a locking lid in a garage, shed, or shaded spot outside — away from food, stored water, children, pets, and wildlife. What not to do:
- Do not compost it. Safe composting of human waste needs sustained thermophilic temperatures and months of curing; a backyard pile will not reliably kill roundworm ova or hepatitis A.
- Do not bury bagged waste in a suburban yard. The plastic stops it breaking down, you are almost certainly too close to a structure, well, or storm drain, and it is usually illegal.
- Do not put it in the recycling or yard-waste cart, and do not set it out with curbside garbage unless told you can.
One exception: after a declared disaster, counties and health districts routinely issue event-specific instructions, often permitting double-bagged waste to go out with regular solid waste. That guidance overrides everything above. Knowing where to look before you need it is the same discipline as knowing your route in a family evacuation plan.
Now the part that makes people sick. Untreated human waste transmits norovirus, hepatitis A, E. coli, Salmonella, Giardia, and Cryptosporidium. In real disasters more people are sickened by the sanitation collapse than by the event, and the route is almost always hand to mouth. Hand hygiene is the control; everything else is comfort.
Put a handwashing station right next to the toilet — spigot jug, soap, catch basin, paper towels. CDC guidance is soap and running water first; sanitizer is a backup and works poorly on soiled hands. Wash after every use, after handling bags, and before touching food. Whoever changes bags wears waterproof gloves, keeps hands off their face, covers any cut with a clean bandage, and washes right after removing gloves. Keep bandages and spare gloves with the setup or in your emergency first aid kit.
If anyone in the house is immunocompromised, pregnant, elderly, or an infant in diapers, tighten it: give that person a dedicated single-use bag system instead of the shared bucket, and designate one adult to handle waste transport. Diarrheal illness in an infant or immunocompromised adult during a water outage is a call to a clinician, not something to manage at home. Vomiting or diarrhea with no urine output, confusion, or lethargy is a 911 call.
